Commercial Procurement Manager
Location - UK Wide (London , Cardiff, Glasgow, or Salford) 1 day per week on-site (any location)
Duration - 6months (likely extensions)
Day rate - Circa £650 (inside ir35)
Our client is seeking a commercially driven and strategic Procurement Manager to lead category-based sourcing activity within a regulated public sector environment. This is a high-impact role with responsibility for delivering value, managing risk, and supporting the development of junior team members.
Key Responsibilities
- Partner with key stakeholders to shape and influence sourcing strategies
- Develop and maintain strong cross-functional relationships to ensure alignment on category plans
- Lead full end-to-end procurement projects (tendering process) from initiation to contract award and implementation
- Prepare strategic presentations and data-driven reports to secure stakeholder buy-in
- Analyse market trends and spend data to identify cost-saving and value-creation opportunities
- Develop and implement strategic category and sourcing plans aligned to business goals
- Own governance and approval processes, ensuring compliance with public procurement regulations
- Identify, manage, and mitigate commercial and operational risks
- Manage supplier relationships to drive performance, innovation, and ethical compliance
- Monitor procurement KPIs and deliver continuous improvement across assigned categories
- Provide guidance, coaching, and performance feedback to junior staff
Requirements
- Demonstrable experience delivering full end-to-end procurement/tendering processes
- Experience tendering for IAMS would be a bonus
- Proven experience managing complex tender processes involving third-party suppliers
- Strong track record of engaging and influencing challenging senior stakeholders
- Experience operating as a Commercial Procurement Manager within a large-scale, complex corporate environment
- In-depth knowledge of public sector procurement regulations and governance requirements
- Excellent written and verbal communication skills, with confidence presenting to senior audiences
- Strong project management capability with experience delivering complex sourcing programmes
- Proven track record of cost optimisation and commercial value delivery
- Experience using procurement systems and tools
- Strong analytical skills with the ability to translate data into actionable insights
- Experience managing supplier performance and resolving key supply issues
- Professional procurement certification (e.g. CIPS or CPSM) desirable
